APPLICATION REQUIREMENTS
UNESCO invites qualified candidates to submit a consulting proposal for the outlined work assignment. The proposal should include:
1. A technical proposal that consists of:
A. An updated and detailed curriculum vitae;
B. An approach and methodology for the task, along with any comments on the Terms of Reference.
2. A financial proposal in USD, detailing monthly and total consultancy fees, including all logistics costs. Please list any travel expenses separately.
UNESCO emphasizes the importance of meeting the objectives of the work assignment as described in the Terms of Reference. Proposals will be evaluated primarily on technical merit, and the selection will focus on the proposal that offers the best value for the Organization.

FUNCTIONS OF THE POSITION
Background
UNESCO is the specialized agency of the United Nations responsible for leading the Global Education Agenda 2030 through Sustainable Development Goal 4 (SDG 4). The mission of UNESCO Santiago, Regional Office for Latin America and the Caribbean, is to lead, monitor, and provide technical support to countries in the region through its various lines of action.
UNESCO is committed to enhancing the teaching profession, which is integral to its regional strategy and the advancement of SDG4.
The Coordinator for teaching matters and project management will support International Education Specialists in projects aimed at strengthening national and regional capacities in developing teaching policies, quality teacher training, and professional development programs. This role includes establishing partnerships and networks to promote innovative programs that enhance training and policies within the framework of the Education 2030 Agenda.
KEY RESPONSIBILITIES
The Coordinator will be responsible for:
- Supporting the development and implementation of the Regional Teacher Strategy in alignment with global and regional strategies.
- Analyzing policies related to teachers and their professional development at both regional and national levels through document reviews and qualitative and quantitative data collection.
- Collaborating with educational institutions, teacher associations, and policymakers.
- Organizing and facilitating workshops, webinars, and focus group discussions.
- Analyzing global and regional trends in teacher training and professional development.
- Facilitating collaboration within the office to ensure synchronization between student assessment and teacher-focused studies, and developing reports and policy briefs based on research findings.
- Liaising with external partners in UNESCO's projects related to teacher policy, defining collaboration terms and deliverables.
- Providing technical and administrative support for the publication process according to UNESCO guidelines.
- Supporting the writing of reports and communication resources in both Spanish and English.
- Performing any other related tasks as requested by the supervisor, working closely with colleagues at UNESCO Santiago and liaising with other UNESCO offices and institutes in the region.

REQUIRED QUALIFICATIONS
- Master’s degree in Education, Sociology, Public Policy, or a related field.
- Over 7 years of extensive experience in research and project management.
- Proven experience in teacher policies and frameworks, teacher training, and practices in Latin America and the Caribbean.
- Excellent communication skills in both Spanish and English.
DESIRABLE QUALIFICATIONS
- Postgraduate studies (PhD or equivalent) in a relevant field.
- Experience in large-scale international education studies.
- Familiarity with teaching topics at an international level.
CONTRACT CONDITIONS
Initial duration is for 3 months probation with the possibility of extension based on performance and funding availability.
Modality: Full time and in person
