Robert Half is seeking a Billing Supervisor which consists of two sub teams as follows:
Billing Analyst

The Billing Analysts teams are located in both the Deer Park and San Ramon RH Field Service Centers. The team is responsible for analyzing client special billing requirements and determining best course of action. The team is ultimately responsible for negotiating and influencing the Field and clients on the most appropriate billing set
- up to meet client invoicing needs. They are the first line of defense in trouble-shooting invoicing/ billing issues and customer service inquiries, and are in a unique position in identifying emerging business requirements. The Analysts work closely with the Billing Production team by setting up templates and special billing profiles that assist Production in the distribution of invoices. The Analysts interact with various members of CSS, RH Field Sales offices, support staff and clients while responding to inquiries as required.

Billing Production

Team is responsible for generating invoices for the temporary and permanent divisions of RH in a timely and accurate manner. The team is ultimately responsible for ensuring proper internal compliance and adherence to revenue controls. This includes generating and distributing invoices, running queries, registers, reports and assisting with client set-ups. The team produces a high volume of transactions and assists and interacts with RH Field Sales offices, support staff and clients by responding to and resolving inquiries as needed.

Specific responsibilities include:

- Serves as the primary point of contact in resolving escalated and complex billing issues within assigned level of authority. Researches and consults with others, including Billing Leads and Director of Revenue. Ensures the team exceeds customer expectations. Escalates to the Director issues that exceed limits of authority to achieve proper resolution.
- Establishes, maintains, and promotes effective internal and external staff and client relationships, including Director, Manager, Billing, Direct Reports and the entire Billing Organization, as well as within the Field Service Centers, Field Accounting, IT, RHI Field Sales, including district and zone levels, and RHI Canada. Collaborates and partners with RHI Branch sales offices and clients on continuous improvement and training as needed. Acts as Subject Matter Expert and provides guidance and expertise to create or refine existing processes or methods that will better serve the end customer.
- Provides Branch outreach training as required.
- Interpret Customer Service data and works with Management on resolution and action steps.
- Oversees the management of the Billing Department that supports the United States and Canada for RHI Temp, Perm, and Conversion business. Monitors daily set up and production to ensure service and quality levels are met. Monitors processing activities to ensure internal control procedures and corporate policies are followed.
- Provides direct supervision of the daily activities performed by the Billing teams, monitoring employee productivity. Supports the achievement of department goals and objectives, provides leadership and direction, and is responsible for training/staff development (including onboarding), performance management, employee relations, coaching, constructive feedback/counseling, and employee motivation. Participates in the recommendations to hire or terminate along with the Director of Revenue Operations, Senior Management and through appropriate channels including HR and Legal.
- The rebate accrual process ensures the proper calculation/recording of discounts and rebate activity. This task is managed by the Deer Park Billing Department.
Participates as a Subject Matter Expert related to changes, upgrades or enhancements to the systems or technology and participates in meetings as needed. Identifies or contributes to process improvements. Handles special projects as assigned.

Qualifications:

- Bachelor’s Degree in Business, Finance, Accounting or equivalent, relevant work experience.
- Degree plus 6+ years of relevant (analytical, billing, and accounting experience) and 2+ years leadership experience (direct or indirect, project or line function). Without a degree, 8+ years of same experience in a financial/accounting environment and 3+ years leadership experience.
- Experience in time-sensitive processing environment. Knowledge of U.S. GAAP and Revenue Recognition Reporting.
- Knowledge of US and Canada Sales Taxation, proper calculation and recording of rebates and discounts a plus.
- Experience required with ERP systems (i.e. Order to Cash, Rebates Management), preferably PeopleSoft and Salesforce.
- Experience in dealing directly with customers and sales personal. Ability to address business concerns in a timely manner.
