APPLICATION REQUIREMENTS
UNESCO invites candidates to submit a consulting proposal for the assignment detailed below. Proposals must include:
1. A technical proposal, which should contain:
- An updated curriculum vitae;
- An approach and methodology for the task, including comments on the Terms of Reference.
2. A financial proposal in USD, detailing monthly and total consultancy fees, including logistics costs. Travel expenses should be listed separately.
UNESCO emphasizes the importance of meeting the objectives outlined in the Terms of Reference. Proposals will be evaluated based on technical merit, and the selection will prioritize the best value for the organization.
Proposals must be submitted as two separate files: one for the technical proposal and one for the financial proposal.
FUNCTIONS OF THE POSITION
Background
UNESCO is dedicated to leading the Global Education Agenda 2030 through Sustainable Development Goal 4 (SDG 4). The Santiago Office aims to support countries in the region through various initiatives.
As part of its commitment to the teaching profession, UNESCO seeks a Coordinator to support the International Education Specialists in projects that enhance national and regional capacities in teacher policy development, quality training, and professional growth.
Key Responsibilities:
- Assist in developing and implementing the Regional Teacher Strategy in alignment with global and regional educational strategies.
- Analyze policies related to teacher education and professional development through document reviews and data collection.
- Collaborate with educational institutions, teacher associations, and policymakers.
- Organize workshops, webinars, and focus group discussions.
- Examine global and regional trends in teacher training and retention.
- Facilitate collaboration within the office to ensure alignment between student assessments and teacher-focused studies.
- Engage with external partners on teacher policy projects, defining collaboration terms and deliverables.
- Provide technical and administrative support for publication processes in accordance with UNESCO guidelines.
- Draft reports, materials, and communication resources in both Spanish and English.
- Perform additional tasks as required by the supervisor, working closely with colleagues across UNESCO Santiago and liaising with other UNESCO offices in the region.

QUALIFICATIONS
- Master’s degree in Education, Sociology, Public Policy, or a related field.
- Over 7 years of experience in research and project management at an international level.
- Proven experience in teacher policies, frameworks, and training in Latin America and the Caribbean.
- Strong skills in communication and stakeholder engagement.
- Proficiency in Spanish and English.
DESIRABLE QUALIFICATIONS
- Postgraduate studies (PhD or equivalent) in a relevant discipline.
- Experience in large-scale international education studies.
- Previous roles in international or intergovernmental institutions.
- Publications related to teaching and teacher training.
CONTRACT CONDITIONS
Initial contract duration includes a probation period with potential for extension based on performance and funding availability.
