POSITION SUMMARY

APPLICATION REQUIREMENTS

UNESCO invites submissions for a consulting proposal for the outlined work assignment. Proposals must include:

1. A technical proposal that includes:

- An updated curriculum vitae;

- An approach and methodology for the task, including comments on the Terms of Reference.

2. A financial proposal in USD, detailing monthly and total consultancy fees, including logistics costs, with travel expenses itemized separately.

UNESCO emphasizes meeting the objectives of the work assignment as described in the Terms of Reference. Proposals will be evaluated based on technical merit, with the best value for money being the primary selection criterion.

Two separate files must be submitted: one for the technical proposal and one for the financial proposal. Please ensure compliance with the application conditions to be considered.

FUNCTIONS OF THE POSITION

Background

UNESCO is the UN agency responsible for leading the Global Education Agenda 2030, focusing on Sustainable Development Goal 4 (SDG 4). The Santiago Office aims to provide technical support to countries in the region.

As part of its commitment to the teaching profession, UNESCO seeks a Coordinator to support the International Education Specialists in enhancing national and regional capacities for developing teaching policies, quality training, and professional development programs.

Key Responsibilities:

- Assist in developing and implementing the Regional Teacher Strategy aligned with global and regional educational strategies.

- Analyze policies related to teacher education and professional development at both regional and national levels through comprehensive document reviews and data collection.

- Collaborate with educational institutions, teacher associations, and policymakers.

- Organize workshops, webinars, and focus group discussions.

- Analyze trends in teacher training and professional development.

- Facilitate collaboration within the office, ensuring alignment between various educational studies and producing detailed reports and policy briefs.

- Liaise with external partners involved in UNESCO projects related to teacher policy.

- Provide technical and administrative support for publication processes in accordance with UNESCO guidelines.

- Support the preparation of reports and communication materials in both Spanish and English.

- Undertake additional tasks as required by the supervisor, collaborating closely with colleagues across UNESCO Santiago and liaising with other UNESCO offices.

QUALIFICATIONS

- Master’s degree in Education, Sociology, Public Policy, or a related field.

- Over 7 years of experience in research and project management at an international level.

- Proven experience in teacher policies and frameworks, and teacher training in Latin America and the Caribbean.

- Strong communication skills in both Spanish and English.

- Experience in stakeholder engagement and resource mobilization.

DESIRABLE QUALIFICATIONS

- Postgraduate studies (PhD or equivalent) in a relevant field.

- Experience in large-scale international education studies.

- Familiarity with teaching topics at an international level.

CONTRACT CONDITIONS

The initial contract will be for a probationary period with the possibility of extension based on performance and funding availability.
