This position is located in the Office of the Executive Secretary(OES). The Chief of Staff reports to the ExecutiveSecretary.

**Responsibilities**:
Within delegated authorityand the overall supervision of the Executive Secretary, the Chief ofStaff will be responsible for the following.
- Provides advice andsupport to the Executive Secretary and Deputy Executive Secretary indischarging their strategic leadership functions in the programmaticand managerial areas.
- Provides policy guidance to the ExecutiveSecretary and Deputy Executive Secretary, on conceptual strategydevelopment and management of the implementation of overall strategiesand intra and inter-divisional/departmental policies andprocedures.
- Co-ordinates the work carried out by the OES. Liaiseswith Directors of Division of the Commission to ensure an efficientand timely two-way flow of information between them and the OES.Liaises with Departments at HQs, Regional Commissions, Funds andProgrammes and Specialized Agencies to ensure coordination. Liaiseswith offices of high-level government officials from within andoutside the Region in a wide array of issues, including highlysensitive matters.
- Plans and oversees the preparation of meetingsand official missions of the Executive Secretary and Deputy ExecutiveSecretary, including designing their agendas, logístical arrangements,and inputs.
- Provides programmatic and substantive reviews ofdrafts prepared by members of the OES and clears the final drafts ofthe Executive Secretary and Deputy Executive Secretary of speeches,statements, talking points, presentations, reports, internalcommunications, circulars and all official correspondence
-Contributes to the reporting to intergovernmental bodies onbudget/programme performance or on programmatic/ substantive issues,as appropriate, particularly those presented in biannual and/or annualreports.
- Ensures that the outputs produced by Divisions and OESmaintain high-quality standards; that reports are clear, objective andbased on comprehensive data. Ensures that all outputs produced byDivisions and OES under his/her supervision meet required standardsbefore completion to ensure they comply with the relevantmandates.
- Prepares inputs for the work programme of the OES,determining priorities, and allocating resources for the completion ofoutputs and their timely delivery.
- Recruits staff forUnit/Section taking due account geographical and gender balance andother institutional values.
- Manages, guides, develops, and trainsstaff under his/her supervision.
- Fosters teamwork andcommunication among staff in the OSE and across organizationalboundaries.
- Represents the Organization at inter-agency meetings,inter-government meetings and seminars, etc. on substantive-relatedissues.
- Participates in international, regional or nationalmeetings and provides programmatic/substantive expertise on key issuesand holds programmatic/substantive and organizational discussions withrepresentatives of other institutions.
