Organizational Setting

The main objective of FAO country offices, headed by a FAO Representative, is to assist governments in developing policies, programs and projects to achieve food security and reduce hunger and malnutrition, to develop the agriculture, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

The Consultant will be under the direct supervision of the FAO Chile Representative (FAOR).

Technical Focus

Leadership, technical and operational expertise in coordinating the effective and efficient implementation of the Country Programming Framework (CPF) focusing on its key results, in alignment with the United Nations Sustainable Development Cooperation Framework (UNSDCF) process and related FAO policies, programmes and projects.

Tasks and Responsibilities
  1. Develops a strategy for and promotes resource mobilization to ensure the implementation of the CPF by identifying, establishing linkages and liaising with key national counterparts, bilateral and multilateral funds, other relevant donors/resource partners and stakeholders, and other UN Agencies involved with FAO's work in Chile.
  2. Supports the FAOR in leading and supervising the effective and timely implementation and delivery of the Country Programme and its project portfolio (GEF, GCF and other projects), participating in and providing support, guidance and technical advice in the design, formulation, implementation, monitoring and evaluation of all projects and initiatives, including those financed by bilateral or multilateral donors.
  3. Provides technical oversight and guidance on strategic aspects and decisions for the implementation of the country programme, ensuring technical quality, effective integration and coordination in alignment with FAO's strategic framework, the CPF, the UNSDCF, national priorities, and donor rules and procedures.
  4. Monitors and reviews the status of programme/project implementation to ensure that all operational activities are carried out in line with the work plan and the project document and on time; identifies inconsistencies and delays and, when necessary, proposes corrective measures to overcome operational constraints.
  5. Liaises and assists government authorities and local, national and international institutions in the areas of FAO's activities in the country and with other UN agencies. He/she may represent FAO at interagency meetings as required.
  6. Promotes the image of FAO through advocacy of the Organization's mandate, programmes, national priorities and activities including development and maintenance of communication tools such as website, press releases and publications, and supports the implementation of FAO's regulatory framework in the country.
  7. Coordinates the collection, consolidation and maintenance of country data on food, crops, livestock, forestry and fisheries, including information on external aid in FAO's corporate systems, and monitors changes in national policies affecting the agricultural sector.
  8. Participates in producing technical, economic and policy studies as required and developing country level development frameworks, such as the Country Programming Framework (CPF) and the United Nations Sustainable Development Cooperation Framework (UNSDCF).
  9. Coordinates the preparation of briefs and comprehensive reports on FAO priorities and the field programme in the country and ensures the timely dissemination of information to the Government, donor community, UN agencies and non-governmental organizations (NGOs).
  10. Prepares documentation, analyses and modifies papers/reports if necessary, ensuring full compelling on project results, including background materials, analytical and substantive documents and reports.
  11. Briefs, trains and technically and strategically helps supervise Representation technical teams (pillars) and lower-level programme staff regarding all aspects of the job; ensures effective teamwork and well-being, adherence to procedures and work requirements, and accuracy and diligence of the work provided.
  12. Ensures that gender equality and inclusion of indigenous people is achieved in the country team, programme, and projects.
  13. Performs other duties, as required.
Candidates Will Be Assessed Against The Following
  1. University degree in agriculture, agricultural economics, forestry, fisheries, natural resources, rural development, social sciences, international relations or any other field related to the work of the Organization.
  2. 5 years of relevant experience in public and/or private sectors related to policy analysis, programming, planning and technical cooperation in food and agriculture and/or project implementation in an area of FAO's activities in the country with at least 2 years of demonstrated experience in successful resource mobilization.
  3. Advance Degree (MA) in the aforementioned areas.
  4. Working knowledge (proficient - level C) of Spanish.
  5. Working knowledge (proficient – level B) of English.
FAO Core Competencies Technical/Functional Skills
  1. Extent and relevance of experience in policy analysis, programme/project development and management.
  2. Demonstrated understanding of the purpose and functions of the technical programme, operational guidelines and project/programme management procedures, preferably those of the United Nations or FAO.
  3. Extent and relevance of experience in policy analysis relating to food and nutrition security, agriculture and rural development, and natural resources management in the context of climate change.
  4. Extent and relevance of experience in the collection and analysis of country data on food, crops, livestock, forestry and fisheries.
  5. Extent and relevance of experience in the identification, formulation and preparation of programme and project proposals as well as programme/project implementation, monitoring and review.
  6. Desirable - level C of English.
