Antecedents and Objective of the Consultancy:

Under the guidance of the UNESCO Santiago Education Chief and direct supervision of the Education Monitoring and Evaluation Chief, the consultant will deliver a report on the progress of the project 'Developing Inclusive Education Systems: What We Know and What We Do to Improve the Learning of Students with Disabilities' in member countries of the Intergovernmental Ibero-American Network of Cooperation for the Education of People with Special Educational Needs (RIINEE), and propose a methodology for its monitoring and evaluation.

The purpose of the consultancy is to propose a methodology for monitoring and evaluating the project 'Developing Inclusive Education Systems: What We Know and What We Do to Improve the Learning of Students with Disabilities' and the initial progress report as stipulated in the project document.

Long Description:
  • Propose a methodology for monitoring and evaluating the project 'Developing Inclusive Education Systems: What We Know and What We Do to Improve the Learning of Students with Disabilities'
  • Create a monitoring matrix for the implementation of the inclusive education project considering the roadmap and project document
  • Monitor and evaluate project progress based on the proposed methodology and monitoring matrix, and deliver the initial monitoring report
  • Analyze emerging data needs and project implementation alerts

Required Qualifications:

Advanced university degree (Master's or equivalent) in education, social sciences, statistics, Monitoring and Evaluation, Project Management, or equivalent from a recognized university.

Minimum five years of relevant experience in Monitoring and Evaluation of educational programs and projects, ideally in inclusive education.

Experience in developing indicators, data collection tools, M&E plans, and result frameworks for education and related areas of inclusive education.

Excellent writing and communication skills in English and Spanish.

Excellent information analysis skills.

Desired Qualifications:

Knowledge of UNESCO programs and understanding of the international educational agenda, particularly in the field of inclusive education.
