Project Manager

**General Summary Description of Position**:
The Project Manager is responsible for coordinating NOIRLab projects. NOIRLab is a matrixed organization and the Project Manager coordinates projects on behalf of one or more Program Directorates and/or Services as determined by NOIRLab priorities and availability of funding. This Project Manager position will be primarily focused in coordinating: 1) Central Operations Services (COS) facilities, infrastructure and/or construction related projects and 2) Dark Skies Protection and Satellite Constellation mitigation related projects and might be reassigned to various other projects.

The Project Manager will also be expected to partner closely with the NOIRLab Center of Excellence (CoE). CoE is an area of the NOIRLab PMO which specializes in providing project management services as well as project management standards, methods, processes, tools, knowledge management, assurance and training throughout NOIRLab.

This position will administratively report to the Head of PMO and will be a member of a wider community of NOIRLab Project Managers.

**Essential Functions**:

- Conduct Project Management of the Central Operations Services (COS) projects from planning to closing.
- Conduct Project Management of the Dark Skies Protection and Satellite Constellation projects from planning to closing.
- Ensure that all projects are delivered on-time, within scope and within budget.
- Assist in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility.
- Coordinate and ensure labor resource availability and allocation.
- Develop a detailed project plan to monitor and track progress.
- Manage changes to the project scope, project schedule and project costs using appropriate verification techniques, report and escalate to management as needed.
- Measure project performance using appropriate tools and techniques.
- Manage the relationship with the partners, suppliers and all stakeholders.
- Perform risk management on a regular basis to minimize project risks using the in-house tool available.
- Establish and maintain relationships with third parties/vendors/Suppliers as well as other programs and services of NOIRLab.
- Create and maintain comprehensive project documentation and regular progress reporting following the NOIRLab standards.
- Meet with suppliers to take detailed ordering briefs and clarify specific requirements of each project.
- Prepare Scope of Work and Request for Proposal in coordination with technical experts and facilities managers.
- Support facility managers to evaluate vendors and commercial proposals.
- Track project performance, specifically to analyze the successful completion of short and long-term goals.
- Meet budgetary objectives and make adjustments to project constraints based on financial analysis.
- Develop comprehensive project plans to be shared with clients as well as other staff members.
- Attend conferences and training as required to maintain proficiency.
- Support PMO / Center of Excellence (CoE) activities to mature NOIRLab-wide project management standards, methods, processes, tools, knowledge management, assurance, and training.
- Partner closely with other PMO staff, Leaders and managers across NOIRLab and AURA Corporate/Central Administration Services (CAS) on high priority projects and PMO activities.

**Required Education/Experience/Skills/Abilities**:

- Bachelor’s in a relevant discipline or equivalent qualification.
- 4+years of relevant work experience (e.g. project management, Project Management Officer, PMO, PM Coordinator).
- Strong understanding of project management and its various processes involved (planning, scheduling, resourcing, procurement, asset management, risks, budgeting, reporting).
- Ability to cope under pressure and balancing multiple priorities.
- Outstanding analytical and critical thinking skills.
- Diligent and attentive to details.
- Excellent interpersonal skills and ability to influence, communicate and cooperate with a wide range of staff and managers.
- Passion to learn and grow, and interest to streamline processes.
- Proficiency in written and verbal skills in English.

**Preferred Education/Experience/Skills/Abilities**:

- In addition to English, proficiency in written and verbal skills in Spanish language.
- Master’s degree in a relevant discipline.
- Experience working in a Project, Program or Portfolio Management Office.
- Experience with facilities, infrastructure and/or construction projects.
- Experience with Earned Value Management (EVM) Project Management.
- Expert-level knowledge of various project management tools (e.g. MS-Project, Merlin, Primavera or other).
- Expert-level knowledge of MS Office/G Suite experience working with project documentation.
- Experience working with an NSF Major Facility, or in a multicultural environment, in an international organization and/or in
