Background

The commitment to the 2030 Agenda for Sustainable Development of not leaving anyone behind, as well as Sustainable Development Goal 4, which aspires to "ensure inclusive, equitable quality education and promote lifelong learning opportunities for all," demands coordinated action to ensure educational inclusion of the most vulnerable and historically marginalized populations.

UNESCO, as the specialized agency of the United Nations mandated in education from a lifelong learning perspective, has been the leading coordinator of SDG 4 since 2015. This entails coordinating the efforts of the international education community while monitoring progress. This work involves UNESCO's commitment to strengthening the links between education and health, promoting a comprehensive approach to health education, and coordinated actions in different sectors, as outlined in the UNESCO Strategy on Health Education and Well-being.

Long Description

The aim of the strategy is to contribute to improving health and education outcomes for all students by supporting national education sectors and other key stakeholders in adopting a comprehensive approach to school health and well-being. This, in turn, will contribute to achieving the SDGs, particularly those related to education, health, and gender equality. To realize this vision, UNESCO focuses on three strategic objectives to ensure that all students:

  • Have the support of resilient school health systems that promote the physical and mental health and well-being of students.
  • Are empowered by high-quality comprehensive sex education that is transformative in gender, including HIV, life skills, family, and rights.
  • Benefit from safe and inclusive learning environments, free from all forms of violence, harassment, stigma, and discrimination.

The consultant will work with the UNESCO Santiago team to operationalize the Global Strategy and its objectives in the context of Latin America and the Caribbean.

Objective

Building on the background, the consultancy's objective is to support the operationalization of UNESCO's Global Strategy on Education for Health and Well-being in Latin America and the Caribbean, considering support for regional initiatives, other UNESCO thematic areas, and regional coordination work.

Main Responsibilities
  • Based on a mapping of initiatives, projects, and activities of UNESCO offices in the field of Health Education and Well-being and gender, identify and implement prioritized actions at the regional level by developing a two-year work plan.
  • Provide technical support to UNESCO offices on prioritized initiatives in Health Education and Well-being and gender.
  • Prepare a technical note conducting a review of the situation of forms of violence in the school environment in countries of Latin America and the Caribbean.
  • Design and implement a mid-term evaluation of the UNESCO Regional Strategy for people in mobility in Latin America and the Caribbean.
  • Based on the mid-term evaluation, support the UNESCO Santiago team in strengthening the third pillar of the human mobility strategy.
  • Prepare and review documents such as conceptual notes, national and regional reports, projects, publications, newsletters, and working papers related to human mobility and education for health and well-being.

Required Qualifications

Education: University degree in education, public policy, sociology, or another relevant area of social sciences.

Experience:

  • At least 5 years of demonstrated professional experience in topics related to education for health and well-being.
  • At least two previous work experiences with international organizations or Ministries of Education on the topics of this consultancy.

Competencies

  • Excellent analytical, research, identification, systematization, and analysis of experiences skills; excellent writing in Spanish and English.
  • Understanding and practical vision on the thematic fields related to this consultancy.
  • Excellent interpersonal and communication skills, particularly in a professional context.
  • Excellent skills for delivering presentations to different actors, for consultation, review, and/or dissemination purposes.
Desirable Qualifications

Master's studies in Education, Gender, Migration, or related fields.

Contract Conditions
  • Duration: 6 months (June - December 2024)
  • Deliverables: monthly activity report
  • Work plan: at the beginning of the consultancy, a work plan will be established defining specific products and their delivery dates.
